Do the unglamorous audit
Review organisation-wide sharing links, orphaned sites, over-permissioned groups and sensitive content sitting in general-access locations. Fix the worst of it before anyone is given a search interface that spans the whole estate.
Then worry about adoption
Once the foundation is safe, the constraint becomes habit. Role-specific use cases, a shared prompt library and visible internal champions move usage far more effectively than a launch email.
